Adm. Thomas H. Moorer (shown as the Chief of Naval Operations) was Commander-in-Chief, Pacific Fleet (CinCPacFlt) during the August 1964 events in the Tonkin Gulf. Admiral Moorer served in that position from 26 June 1964 to 30 March 1965.
